What is the 25-year rule?
Under NHTSA’s federal safety rules, a vehicle at least 25 years old from its actual manufacture date can generally be imported without meeting the federal motor vehicle safety standards that applied when it was built. This is one part of the import process, not a guarantee that an individual vehicle can enter or be registered.
The exact car matters
Model year or first registration date alone cannot establish the 25-year date. Obtain evidence of the actual build date for the specific VIN, especially for a car close to its milestone. NHTSA import FAQ ↗

- NHTSA federal safety eligibility and the HS-7 declaration.
- EPA emissions rules and applicable EPA declaration.
- CBP customs entry, documentation and charges.
- State title, registration and emissions requirements where you intend to use it.
